   A drug or other item not listed in Part 1, or a specified drug listed in Part 2 for use in a different condition, may be considered for Part 3 - Drug Exception Status   eligibility if:

   (a) it is ordinarily prescribed or administered only to hospital in-patients and is being administered outside of a hospital;

   (b) it is not ordinarily prescribed or administered in Manitoba but is being prescribed because it is required in the treatment of a patient having an illness, disability or condition rarely found in Manitoba; or

   (c) evidence, including therapeutic and economic evidence, provided to the minister in accordance with the criteria established by him or her, supports a specific treatment regime which includes use of the drug or other item; and, if approved, is eligible from the date of application.
